Stage I (2007) Aquisition procedures taking account of the equipment value and documentations

In this stage technical specifications were developed for the devices that were intended to be bought. To choose the equipment with the best technical specifications regarding the measurements, determinations and reactions that were intended to be done, at least three offers were studied for each type of device. 
The technical specifications for the following equipments were established:

Stage II (2008) Equipments aquisition

In this stage for scientific research the following devices were purchased:
-Gas Chromatograph coupled with Shimadzu QP 2010 Mass Spectrometer
-Preparative HPLC- Agilent Technologies 1200 Series Preparative High Performance Liquid Chromatograph
-Microwave adapter for synthesis at low temperature- CEM Discover with Discover Cool Mate unit
-Perkin Elmer 341 Digital Polarimeter
-SFM-300/S BioLogic Science Instruments Stopped-Flow Spectrometer
-Perkin Elmer LS 55 Luminescence Spectrometer
-Perkin Elmer Lambda 35 UV-VIS Spectrometer

The acquisition procedures were performed according to the laws: OUG no. 34/2006 approved with amendments by Law No 337/2006. These procedures were based on the organization of public auctions with publication in SEAP for each type of device, and the contracts assignation criteria was according to the “exclusively the lowest price” law. The offer opening was made by the Offers Evaluation Committee appointed by the Babes-Bolyai University’s Rector Decision.
The offers evaluation by the Evaluation Committee led to the assignation of the contract to the winners for each type of device, then all the participants to the auction were informed about the results of the auction. No appeals were lodged.
Contracts were made for each equipment with the suppliers as follows:

-The supplier of the High Performance Liquid Chromatograph (HPLC) equipment was the SC AGILROM SCIENTIFIC SRL company
-The supplier of the Perkin Elmer 341 Digital polarimeter was the SC CROMATEC PLUS SRL company
-The supplier of the Microwave adapter for synthesis at low temperature- CEM Discover with Discover Cool Mate unit was the SC MECRO SYSTEM SRL company
-The supplier of the Stopped-Flow Spectrometer SFM-300/S was the BioLogic company
-The supplier of the Gas Chromatograph coupled with Shimadzu QP 2010 Mass Spectrometer was the SC VIOLA TOTAL SRL company
-The supplier of the UV-VIS and Luminescence Spectrometers was the SC CROMATEC PLUS SRL company

The laboratories 143, 144, 149, 150 and 151 located at the Faculty of Chemistry and Chemical Engineering, Arany Janos Street No. 11, Cluj-Napoca, have been arranged where are located the devices. The chemical hoods, laboratory tables, air conditioning and air exhauster equipment were installed.
The devices were delivered by the suppliers on time, in perfect working conditions.
The devices were placed in the space by representatives of supplier companies that have made demonstrations of the working mode and left to the user instruction manuals and warranties. Necessary supplies have been purchased for each equipment. The equipments were paid.

Stage III (2009) Equipments functional parameters check

In this stage the operating parameters of the purchased devices were checked through both pre-tests and measurements carried out for the finalization of some BSc diploma theses, dissertations and PhD theses (see results).
